This document serves as the qualifications guideline for Emergency Operations Center positions on All-Hazard Incidents and planned events. This qualifications system is not meant to replace or supersede current ICS Task Book programs or the PMS standards set by NWCG. This new system specifically provides guidance and implements the State of Colorado All-Hazards EOC . The DHSS EOC supports emergency medical operations at the local and state level, allowing on-scene emergency responders to focus their efforts on providing for the safety of the affected community. The EOC also provides support to divisions within DHSS as they attempt to maintain or resume normal operations following an incident. • The EOC facility support functions will be performed by the Homeland Security staff or other designated personnel. • The EOC will operate as long and continuously as necessary to respond to the emergency.
